22% is a parameter since, apparently, there is no sampling here but a complete census of the math department.

if this is coming from asking the teachers and finding a sample proportion then this is a statistic. if it is a value from the underlying distribution then it is a parameter.





Remember that if you are give population values then you have parameters. if you are given sample values then you have statistics.
