depends on the device, and the carrier... and your coverage area...
EVDO REV.A is the fastest cellular internet currently available... in the US only Sprint or Verizon offer EVDO, and REV.A is not deployed nationwide, you would have to be in a coverage area where EVDO REV.A is active...
aside from that there are too many variables to suggest a phone... but unless you are going to use the phone to tether a laptop or something you are not going to need that speed...
